Medicare & Medicaid Coverage

Medicaid covers adult day care through Home and Community-Based Services (HCBS) waiver programs in over 40 states. These waivers are separate from standard Medicaid enrollment and require both a financial and functional eligibility assessment. States with well-established programs include California (CBAS), New York (MLTC), Florida (SMMC LTC), Pennsylvania (OBRA Waiver), and Ohio (PASSPORT Waiver).

Original Medicare (Parts A and B) does not cover adult day care. However, some Medicare Advantage (Part C) plans include it as a supplemental benefit, and the PACE program — which uses adult day centers as its core model — is jointly funded by Medicare and Medicaid at no cost for eligible participants. VA Benefits for Veterans

The Department of Veterans Affairs provides Adult Day Health Care (ADHC) as part of its Geriatrics and Extended Care benefits. Enrolled veterans who need help with Activities of Daily Living or supervision due to cognitive decline may qualify at little or no cost, depending on their priority group. VA adult day health care is available at VA Medical Centers, community-based outpatient clinics, or contracted community programs.
